How to Get Police Clearance Certificate from Portugal?

Navigating the process of obtaining a Portuguese Police Clearance Certificate can be challenging, especially for non-residents. Understanding the official requirements and application procedures is essential for successful document acquisition. In this article, we’ll guide you through the complete process.

How to Obtain a Police Clearance Certificate from Portugal?

What is a Portuguese Police Clearance Certificate?

A Portuguese Police Clearance Certificate, officially known as “Certificado do Registo Criminal” (Criminal Record Certificate), is an official document issued by the Portuguese authorities that confirms whether an individual has any criminal records in Portugal.

This certificate provides information about the criminal history of a person and indicates whether they have been convicted of any crimes under Portuguese jurisdiction. It is an essential document for various legal and administrative procedures.

The certificate contains information about criminal convictions made by Portuguese or foreign courts that have been communicated under international agreements. For EU citizens, it may also contain information about convictions in their country of nationality.

Who Needs a Portuguese Police Clearance Certificate and Why?

Individuals may require a Portuguese Police Clearance Certificate for various reasons, particularly those who have previously resided in Portugal and now need to prove their criminal background status for foreign authorities.

Immigration and Visa Applications

Many countries require applicants to submit police clearance certificates from all countries where they have lived for a significant period (typically six months or more) as part of their visa application process or residence permit applications.

Citizenship Applications

When applying for citizenship in another country, applicants are often required to provide police clearance certificates from countries where they have previously resided to demonstrate their good character and lack of serious criminal history.

Employment Purposes

Certain employers, particularly in sensitive sectors such as education, healthcare, finance, or positions involving work with vulnerable populations, may request police clearance certificates as part of their background screening process for international candidates.

International Adoption

Prospective adoptive parents often need to provide police clearance certificates from countries where they have lived as part of the adoption eligibility assessment.

How to Obtain a Portuguese Police Clearance Certificate

For Non-Residents of Portugal

If you currently live outside Portugal and need to obtain a Portuguese Police Clearance Certificate, there are several methods available:

Online Application Method

For those who have a Portuguese Citizen Card with an active code and reader, or with the Digital Mobile Key (Chave Móvel Digital or CMD):

  • Visit the Online Criminal Record service portal at https://registocriminal.justica.gov.pt/
  • Authenticate yourself using your Portuguese Citizen Card or Digital Mobile Key
  • Complete the application form, indicating the purpose for which the certificate is required
  • Pay the applicable fee (currently €5.00 for the certificate)
  • Choose to receive the certificate via email (free) or by postal mail (additional €3.25)

Application by Email or Mail

For those who do not have Portuguese identification documents or no longer reside in Portugal:

  • Download and complete the “Request for a Portuguese Criminal Record Certificate” form
  • Include a copy of your valid identification document (passport or ID card) with your signature and the written statement: “I authorize this copy exclusively for the issuance of my certificate”
  • Indicate the purpose for which the certificate is required
  • Include payment or proof of payment of the required fee
  • Send all documents to the Portuguese Criminal Identification Services via email (sicrim@dgaj.mj.pt) or by post

Through an Authorized Representative or Legal Proxy

If you cannot handle the application process yourself, you can authorize a legal representative to act on your behalf. This is particularly useful for those who:

  • No longer have valid Portuguese identification
  • Live in countries with complicated postal services
  • Need urgent processing
  • Require additional services such as apostille certification

To use a representative, you will need to:

  • Provide a power of attorney authorizing your representative to request the document on your behalf
  • Supply all necessary personal information and identification documents
  • The representative will then follow the standard application procedure on your behalf

Payment Options for Non-Residents

When applying for a Portuguese Police Clearance Certificate from abroad, you can pay the fee through various methods:

  • International bank transfer
  • International money order
  • Check drawn on a Portuguese bank
  • Cash (according to postal regulations)

The current fees are:

  • €5.00 for the certificate itself
  • Additional €3.25 if you wish to receive it by postal mail
